The plastic part is not designed to be removable. It can be yanked off, but will probably split. But if it does split, a hose clamp can be used to reinstall it (BTDT). The best recommendation is to remove the two nuts holding the pipe to the crankcase. BTW, the inner nut on that flange is one of the most difficult nuts to reach on the entire vehicle!
