I hate to say this but this is a common thing, especially with getting rebuilt engines from VW. I would see if your dealer (or maybe another shop) would just get a rebuilt engine from another source (Boston Engine or AVP are both good rebuilders). You can get the engine through me from either of these sources at a discount as well. A couple that were a customers of mine broke down last summer and the shop where they were stranded (in PA) insisted that they get a rebuilt engine from VW. So they waited and waited for a few months while VW kept promising the engine and it never showed up. Finally the shop gave in and they got a rebuild from AVP and where on the road.
