I imported a Porsche in '86 before the laws were changed. Back then it was a lot of work but legal. Now it's not possible to do unless the car is 25 years old or older or you are set up as a manufacturer of vehicles and do more than some number of importations per year (100 cars?). Two government agencies have jurisdiction on this...the EPA for emissions, the NHTSA for car safety. They both have different rules and if I recall the EPA imposes the tough rules.
