This hose is a combination air bleed/t-stat bypass. It is needed to bleed the cooling system after a major coolant replacement, (any hose, water pump. heater core work etc). The top housing is fairly inexpensive and easy to replace. Do it soon so next time you need to work on the cooling system it will be one less thing to deal with.
