yes you have to pull the wheel. then remove the 2 screw that hold the turnsignal assmbly and connector, then rnove the lower steering shavft cover(2 screws) and 1 small set screw that hold the switch in place. i got my wheel off with a small cresent wrench and a screwdriver though the hole end of the wrench to act as leverage.

all vw watercooled 1980's A1,A2's are this way also.
