No - lousy drivers are. They were around long before cell phones. Its just the current thing to blame. There are many distractions available in a car - with or without cell phones. Good drivers know to pay attention to the road. Bad drivers could care less and will do anything but - whether it be finding a radio station, grabbing the tape/cd that fell under the seat, turning to look at the passenger in the back seat as they talk, window shopping, looking at the rear-view mirror as they adjust it while driving down the interstate, etc.
