Depends -- I got an old one for free and I don't have service -- but *77 (*SP) will get state police in most areas, and in theory either that or 911 will get an answer of some sort everywhere. In theory b/c the 911 system hasn't been implemented everywhere, although that was part of the initial agreement allowing cell phone service to begin.
