This is true for most, if not all, of the EU. One of the most sensible laws, IMNSHO. In Ireland (where I'm from) it'll get you a hefty on-the-spot fine!

When I arrived in CA, I was amazed by the vast quantities of people cruising in the outer lanes of the freeway at 50 with a cellphone glued to their ear. Get them off the road!! 8-)
