Take the wire connector end where it attaches to the sender, and ground it to the engine block. If the gauge goes up, then the sender is defective. If the gauge does not go up completely to the 'hot' position, then either the gauge is defective, or there is a wiring problem. The gauge can be checked, with the instrument pod removed, by applying current to the two terminals of the gauge (two small nuts) on the back side of the unit. Do consult a wiring schematic, and trace the circuits on the instrument panel, to ensure that you connect the positive and negative test wires to the correct nuts.
