Wade, The fan only comes on when the air temp behind the fridge reaches 126 F (I think that's the right temp... tells you in the owner's manual). It is controlled by an temp switch mounted to the cooling fins on the back of the fridge. It will come on at that temp weather the fridge is on 12v, 110v, or propane and even if the fridge is off!
