Yes, I removed the carpet. It is loose in my westy.

I think I've figured it out. To put it simply, two of the holes (per track) are for the floor track/floor connection, and two are for the seat track which bolts through the floor track and into the floor with the welded nuts.

Anything wrong with this? Maybe someone with a factory installed floor track and seat can look and see.
