I had a '64 Chevy with this feature. It was called the valet parking position. With the key removed in any position but the "lock" position, the ignition could be turned on and off with no key, but needed a key to go back to "lock." It was a dashboard ignition, that simply made electical conections, did not lock the steering wheel, transmission, etc. I have no idea about old VWs.
