Subject: Gas Gauge

Nearly 3000 miles after a major overhaul, including having the gas gauge and speedometer worked on, I have a question about the gas gauge on my Syncro. The capacity of the Syncro gas tank is 18.5 gals but the gas gauge reads completely empty when it gets about 16 gals. down. It seems to ignore the fact that the tank is larger than the regular Vanagon tank, almost like a reserve tank. Is this normal on the Syncro or is the gauge malfunctioning?
