Bill, I'd check your front toe-in. After replacing the rack and tie rod ends the toe-in could be off. With a side wind, the van leans a little to the lee side and this lee side tire will steer more. It the toe-in is off, the steering will pull in if you have too much toe-in and will push out if you have tow-out. Don't blame it all on the tires. Larry (happy with Yokohama Y370 LT tires)
