The real problem for a hitch carrier is going to be the hitch - you really need a class 3 hitch for this - and normal manufacturers do not make one.

I face the same problem trying to get a hitch so I can mount a platform - to carry my wife's electric scooter.

There is one listee (name is ?) who makes these hitches - I cannot say for sure that they are good - although the listees who purchased them like 'em.

The Bus Depot sells a very heavy duty hitch - but it will require the welding on of a class three hitch receiver - I think some listees have done this.
