I ran into this on my 85 Vanagon awhile ago, changing the coolent out fixed it for me. I have found that the coolent sensor is very sensitive to the mixture of coolent and water, too far one way or the other and will cause the lamp to light. I tend to run a 50-50 mixture, and this works well for me (the orange Prestone stuff at the moment).
