Dear God! What have we wrought when (we???) a person who does not know how to spell making (makes) premature accusations about a guy who tells him the check is in the mail.

I'm confused

If this person referred to in the above passage, who confessed openly his regret could spell, does that mean that it's then ok for him to make premature accusations. Please someone, guide me through this.

Is it ok to botch up the construction of a simple sentence if you can spell??? I need help working all this out
