    They come out just fine using vice-grips as a wrench to grab that edge
near the base. Chewing up the ends make no difference since they are not
reused anyway.

I don't drill them out at all. I use a cutoff wheel on a die grinder to cut
a screw slot in the pointy head of the sheared-off bolt (abrasive disk on a
Dremel, for the DIYer?), then take the thing off with a screwdriver.
Actually, now I think of it, I've gotten them loose with a good pair of vise
grips, judiciously applied. They're not very tight - they shear off in the
tightening process before they get past 16 ft. lbs. or so.
