Sean--

I had that problem and it was just that the lever on the valve was a little cruddy and maybe rusty. I was able to clean up the valve with liquid wrench and moving it by hand until it would go it's full motion. Then clean it and dry it and gease it up. The valve is up above the spare tire. You have to drop the spare tire out to get to the valve.

Also make sure the cable that controls the valve has not bent at either end because of the difficult motion due to crud and rust on the valve. My cable was bent at the dash board end. So it didn't extend fully allowing the valve to close properly. Once I cleaned and greased the valve, I was able to straighten the cable by hand. With the valve greased and running smoothly the cable moved smoothly as well and has not bent again.
