I guess I find this odd. Thought I can completely agree with the logic behind it. If you register and title the vehicle, then you are essentially saying that the vehicle is ready for the road.

Georgia has a provision whereby you can "register" the vehicle without having a real registration..(titles are not required for >20 year old cars..soo..) Go down to the tag office and simply pay the .tax. on the car. Thats all they want.

Perhaps TX has something similar for project/repairable wrecks, etc? Has anyone contacted the DMV to find out? dont tell them you have an old bus, eh? say you are planning on purchasing say a 95 toyota supra or something from an insurance company and rebuilding it. You wish to transfer ownership, but the car willnot be roadworthy for a while......
