My Syncro had the "service" you mentioned (I thought it was a recall though) performed by a VW dealer back to 89. I always have the thought that my Syncro's pre-mature head leak (head started leaking at 69K and I am using Autobahn coolant, etc.) was caused by that service. I watched the mechanic doing the re-torque on the head bolts. He was using a click-type torque wrench and re-torque to a higher torque value (forgot the value. The question was which value we need to follow? Bentley's or the service bulletin?). And I can tell he was not careful during the re-torque and who knows how accurate his old torque wrench was. And he was NOT doing the 90 degree method like you described.
