Don't forget that the 1.9 has an electronic idle stabilizer mounted near the coil -- the two plugs entering it must be unplugged and plugged into each other (with ignition *off*) in order to adjust the idle speed control. The idle speed as set by the stabilizer varies slightly depending on whether the stabilizer is black or green -- green is lower speed and was used in some non-California vehicles.
