Because usually the 3-bolt flange is broken on one side or the other. Also, it's not particularly well-spaced for putting stuff in there.

I've been running around with this setup with contact paper on the bottom for the better part of this year and I'm not really satisfied with the results. Of course, YMMV.

I plan to build some sort of cabinet that uses the 3 bolts on either side. It'll probably be similar to the Westy setup except that we don't have the closet (and don't want one).
