I have the same problem on my '87 and it has a relatively new AFM and the harness modification (capacitor).

Dudes; Listen up. This sounds like classic symptoms of the dirty AFM signal. It is so prevalent VW has a $100 " Wiring Harness Modification" to cure it. Or you could do the $.59 capacitor fix. Search the archives for details. While I was at it I grounded the AFM housing to the engine block. It is supposed to drain static build up produced by the moving air.
