Dear Roy,

The power mirror in VWs (and Audis and BMWs) has a single motor.  It also
has a solenoid/clutch that "switches" the motor drive from vertical to
horizontal axes.  It's a very compact, creative design.  The audible click
that you hear is the solenoid/clutch.  The motor is not turning, however,
so the mirror doesn't move.  I would check the motor.
