Unless I'm mistaken, fan should also kick into low-speed immediately when you turn on your air conditioning (if you have it), regardless of engine temp. I have also found that idling the van for a while with the A/C running is the most likely (but not definate) way to cause the high-speed setting to engage for testing purposes. Also, a final note that if the engine gets nice and warm the fan should continue to run for a minute or so _after_ the engine is shut off. I have come across at least one van where for some odd reason the fan switch was wired such that it had current only when the ignition switch was on. This is not correct.
