If I remember correctly, neither does the front diff lock light blink if
there's no vacuum at  the diff lock  switch nor does  the rear diff lock
light go  on,  even when the rear  diff  lock  is engaged (for  instance
manually).  So check your vacuum lines and the rubber connections at the
diff lock servos  as well as at the  diff lock switches.  Or perhaps you
tested it with just the ignition on but the engine  not running and thus
perhaps not enough vacuum in the reservoir.
