Does anyone know if the ECU controls the ground for the fuel pump? I am familiar with Digifant but not CIS and my listmember-neighbor's Quantum sedan won't start. The fuel pump works if you ground the ground wire to the body, and the relay is supplying power to the pump. I do not hear the pump working. Also I noticed a vacuum hose disconnected that comes off the end of a pressure regulator on the throttle body and I was told that it has been running like this. Where does the ground wire go from the the fuel pump? If you are doing a 5-cyl CIS conversion to your Vanagon than this might be the question just for you.
