For what it's worth, I just had my 90 Vanagon with 61k miles smog-tested in Houston, TX: 2600 rpm idle permitted HC (ppm): 25 27 220 C0 (%): 0.18 0.009 1.2 CO2 (%): 15.1 14.4 none O2 (%): 21.3 21.2 none Dilution(%): 15.3 14.5 >6.0 What units are they using in New York?
