I was driven nuts by that hesitation ptoblem for years. A month or so
ago I replaced a holed MUFFLER and the hesitation has not appeared since!!!
I should add that the old muffler was a third party make ("Big Al's) and the
replacement was a "genuine VW". I had been using the "Big Al" muffler for
about 5 years and the hesitation showed up about 2 years ago.
I have no idea why or how this happened but having driven near 1000
stumble-free miles since the muffler replacement it is appearent that there
is "something" in the operation of the muffler/exhaust that can cause this
stumbling and whatever that "something" is, I had "it" and the muffler
replacement fixed "it".
I have seen a number of posts from folks who have done the
harness/capacitor fix and reported no improvement. Should this happen to you
it may be a good idea to check the exhaust system to ensure all is as it
should be.

I installed this part, works just fine. By the way, the VW part is not just
a capacitor, it includes active electronics (or so I've been told, have not
actually disassembled one). The capacitor mod is a much cheaper
do-it-yourself fix for the same problem. People have had success with this
approach too. If you want the VW part, get it from a discounter like
Camelback, don't pay $165!
The problem that this part fixes is a stumbling after a spell of driving at
highway speeds. It's not a "performance increasing" mod.
