Jeanne, I think the point was that the 'city light' option stands out in that it looks different than anything on the road in the U.S. The rectangular Hella E-Code headlights look exactly like the stock rectangular Dot-Code headlights. But they do have a different marking on the glass face. This should not be a problem in California... first, we do not have mandatory vehicle inspections like some other states... second, from what I've seen on the road in California the Hella E-Code headlights look pretty tame at night compared to some of the other headlights on the road... I mean people drive with off road lights on and everything... no one seems to get stopped by the C.H.P.
