Try electrical supply house -- self-vulcanizing tape or "rubber tape" was used to make up electrical connections before the age of wire-nuts. The joint would then be covered with "friction tape." Rubber tape is just that, a strip of high-quality rubber with a varnished-linen strip wound on the spool to keep the layers from sticking together. It is not sticky, but if applied to itself under tension it will coalesce into a solid mass.

Radio Shack, West Marine and others have a silicone rubber version of this but I imagine that the real stuff would be better for this application
