I actually have one of these too, on my '87 Syncro Westfalia.  I believe
it is welded onto two of the structural "beams" underneath, and is not
related to the jack slots.  I also believe it has no VW markings.  If I
can tell you more, let me know.  I did not own it when this was installed,
obviously.
