I have actually been dealing with a Canadian company that sells the euro lights for many different cars and they told me that although the government had been getting strict about the non-DOT approved lights, that lately there has been a trend to actually legalize the euro lights in states like Montana, and a few other northern states where they have alot of adverse weather and can use all the light they can get out of their head lights.

To me it is a balance between creating a driving hazard because your euro-lights blind on-coming traffic, or creating a driving hazard because the DOT lights are so dim you can't see where you are going.
