Ken,
Euro lights DO NOT blind on coming traffic - this is the whole design idea
behind them.  I drive with 80/100W H4s all the time and NO ONE flashes me.
Try putting 80/100W lamps in your 9004 spec lights and see what the
oncoming traffic does!  It's a good thing that some of the northern states
are waking up to better technology.  E-code lights have been legal in
Canada for many years!
