I have some experience with international shipments. The tank would have to be emptied, but would still need to be declared as a dangerous good. This isn't a big deal, but the shipper I work for charges a dangerous goods fee which is the rule in the industry.

Getting the tank shipped from Nihon wouldn't be impossible, but would cost some extra money.
