I bit the bullit today and made a trip to my local VW dealer to buy the heater control panel lights. The light bulb appears to be the same as the dash pod lights over the tach/speedo/clock except they come in different bases. The lights were in stock but he didn't have the bases(sockets) for them. The bulbs were $1.95 ea and the bases were $3.50 ea. The bases for the dash pod lights are shorter and make electrical contact when inserted and rotated. The heater panel light sockets have a slide on connector.

The bulbs are made by "Osram" and are marked "12V 1.2W 2721 W2x4, 6d" The dea;ler part number appears to be "N 0177512"

As far as I can see you need to replace both the bulb and base. The old lights were apparently sold as an assembly (bulb mounted in base) and the bulb wires were spot welded into the bases. The new bulbs have leads that are not solderable. I assume they slide into the base and make contact that way.
