Belts are easy, just buy the whole assembly from a "recycler." Two twists of a wrench and you are done.

However, I doubt there is anything wrong with your belts unless they are cut, very frayed or completely sun bleached and thereby weakened. The mechanism is inertial, which means the belt is supposed to lock only in a sudden deceleration. The old "quick jerk on the belt" test is invalid for Vanagon belts. You could test this in an empty parking lot with a 10 mph foot to the floor stop.
