Last year I purchased a second hand drivers side handle and screwed it straight into the captive bolts in the screen piller of my 1985 Transporter. I assume the 1991 would have the same captive bolts for L/h and R/h drive models through to 1991 They were covered with plastic covers which I had to remove no holes to drill.
