Thanks to David Marshall, Tom Carrington, and GM Bulley for taking some time to answer my query about possible solutions to my CIS problems (no power and not passing emmissions) with my '82 Jetta. The problem turned out to be the thing that you would least expect, the valve timing. It seems that the DPO replaced the timing belt and the cam moved a bit (it was off by two teeth!). The real miracle here is that the engine ran at all! I guess I am too used to Vanagons where there is no timing belt and I have taken this out of my troubleshooting equation (need to put it back in :). Now we have power and it passed emissions!
