In Manitoba, we have this organization called "The Mennonite Central
Committee".
They operate a series of warehouses stocked full of recycled building
materials.
I believe that most of the materials are brought by contractors doing
renovations - because there is a fee at the dump, which they would like to
avoid.
The profit from the centers goes to helping 3rd world countries and the
poor, - and it really does go there.
The centers are full of copper pipe, plumbing fixtures, older doors and
windows, lumber, flooring etc. That sort of thing. Your basic avocado toilet
etc.
In a more prosperous city - I guess the contractors would just pay the
dumping fee.
