This works for a reason! The high/low dimmer switch in the turn signal lever gets its power from the X, via the head light switch, but the passing beam function gets its power straight from the battery (30). You may have noticed that you can flash the highs even when the ignition is off? Now you know why. I believe you indeed have some problem with the X circuit, only problem is finding out where. The wires from the X relay to the light switch can be faulty, check for continuity. You should also check if your car has a aux. relay installed for the lights. If this relay goes faulty, it wont show as a X relay failure.
