I had a similar problem on my '75 westy. It turned out to be junk in the fuel tank.

It was very intermittent, with a full or empty tank. The only really noticeable point was that my fuel pump was noisy. (ie, it was having to suck fuel).

I had the tank pulled and cleaned and the problem was cured. (it also cured the hesitations going round left handers).

The piece of junk in the tank turned out to be a piece of rubber from the filler tube.

-but like Steve C said, check the fuel filter first.
