I had this problem for a while. I came across a parts van and tried swapping the idle stabilizer valve, and the cold idling problem went away. Now the idle speed just bobs up and down just slightly, but it always idles when cold.

By the way, in my limited experience, even the part that you think is good can sometimes be the source of the problem. At least a couple of good mechanics told me that the problem as described was not caused by the idle stabilizer valve.
