Sorry, I know this is off topic somewhat, but you're 100% right about this. Back in the early 90's the bottom fell out of the real estate market, especially here in the DC Metro area. More than one home builder took deposits on new homes knowing full well there was no way they were going to deliver them to the buyer. I know, because I lost 7K to one such scumbag. Jeff S.
