It has happened that both have went out at the same time, but if they both check out fine, check the dip switch that resides in the base of the turn signal lever. This one can be faulty as well, although it is not common. I guess a bad earth is out of the question, then the highs would not be working either, same for the light switch and ignition switch.

Don't forget the fuses!
