It's not clear from this message where the Transporter (they're not
called Vanagon in Germany) is intended to go, but if it's the USA,
German emission regulations and data are irrelevant.  Vehicle must
have USA-specific emissions equipment as certified when the vehicle
was officially imported.  USA-required safety equipment must be
present as well.
