Soaking and tapping is absolutely the way to go. I have a 3/8th inch drive impact wrench that I will use on the second-to lowest setting to hammer away on small bolts to get them loose. I have stood, crouched, laid under, hung off all sorts of things as long as 20 minutes while the impact gun worked it's magic. I'll also switch between loosesning and tightening to see if the fastener moves either direction.

I like "Kroil" as a penetrating oil. I also like their 1950's style ads!

Add heat to the rules as well. I'm very quick to break out the "blue wrench" (torch) if the object won't be damaged by an open flame.
