This may seem obvious, but are you sure that the low-beam filaments are
not burned out on both lamps?  I've seen this before where someone has
been driving around with one light out and when the other one goes
south, he/she thinks that both lights went out at the same time,
thinking that it's a system failure and not a part failure.
