I got several headrests from a VW wrecking yard for $7 apiece. I'll bet they have lots at a yard near you or one of the many used parts sellers online. The interior body panels can be replaced with aftermarket ones from "SewFine" for which busdepot.com is a distributor. Or you can make one yourself using the old one as a template if you are a real do-it-yourselfer. While you are at the junkyard you can also collect some clips or maybe even a whole panel in good shape. HTH, Doran.
